FY2025 Declaration of Participation Notification​

It is time for the Declaration of Participation Report to be completed by your district in accordance with the Every Student Succeeds Act (ESSA). This report is used to identify the number of students enrolled in area private non-profit and home schools. Federal programs participating in the Declaration of Participation are Title II-A Supporting Effective Instruction, Title III - Language Instruction for English Learners (EL), Title IV-A Student Support and Academic Enrichment Grants and IDEA-B - Individuals with Disabilities Education Act.

The data collected from the Declaration of Participation Forms collected from the private and home schools located within the district geographic boundaries should be entered into the Declaration of Participation Report within GMAP via Funding | Application | Application Supplements | FY2024. To access the report, the appropriate staff must have the role of Declaration of Participation Report Submitter. Contact the district's GMAP User Access Administrator to add the role. A list of the district GMAP User Access Administrators is in GMAP under KDE Resources.

The FY2025 Declaration of Participation is due to be completed in GMAP by April 30, 2024.

NCLB Transferability

Transferability is the flexibility authority that permits State Educational Agencies (SEAs) and Local Educational Agencies (LEAs) the ability to transfer a portion of the funding they receive, by formula under certain Federal program, to allocations under other programs by effectively addressing more specifically identified programmatic needs.

ESEA Local Education Agency Maintenance of Effort

As a condition for receiving its full allocation in any fiscal year, for covered programs under the Elementary and Secondary Education Act of 1965 (ESEA), as reauthorized and amended by the  Every Student Succeeds Act (ESSA) of 2015, a local educational agency (LEA) must maintain its own state and local fiscal effort in accordance with  Section 8521, ESEA. This requirement is known as maintenance of effort (MOE).

Federal Flexibility

  • Coordination of federal program support can help maximize the impact of available resources to districts.
  • Encourage districts to re-examine the way they spend federal K-12 formula grants to support student achievement by engaging federal grant staff, programs/offices supported by federal grants, and fiscal staff across the district.  Assembling staff across the district that are touched by federal funds, including academic, programmatic, and fiscal staff, is important to ensure the agency develops cohesive policies.
