The Kentucky Department of Education (KDE), Office of Continuous Improvement and Support, Division of School, and Program Improvement, has an opening for a Migrant Recruiter/Advocate position, located in the Southern Region.
DUTIES AND RESPONSIBILITIES:
Primary Purpose:
The migrant recruiter/advocate is responsible for providing migrant program services to eligible students and families by supporting their academic, personal, and social-emotional needs. The migrant advocate/recruiter monitors the student's progress and provides tutoring as needed. This position also helps recruit eligible children from birth to twenty-one years of age for the program and acts as a liaison between the school and the migrant community. This position will mostly be working in Madison County.
The Migrant Advocate:
Meet and maintain contact with the child's classroom teacher to determine academic proficiency levels and how the migrant program can assist the child in achieving academic goals.
- Regularly meets with the child to ensure they are performing well academically and are adjusting to teachers, peers, and school.
- Actively identifies and recruits eligible migrant children residing in the school district, including surveying the area, conducting periodic surveys of students, and establishing communications networks.
- Maintains daily logs, including mileage and time of all activities such as home visits, transporting families, field reports, and statistical information to make entries to the migrant database (web app) for future evaluation.
- Completes the Certificate of Eligibility (COE), obtains appropriate signatures from parents/guardians, and submits the completed COE to the assigned staff.
- Provides direct services for migrant students according to the state Service Delivery Plan (SDP), especially those students identified as Priority for Service (PFS) per the migratory definition.
Makes home visits to migrant families to: - Communicate available school services and programs, area social services, health services including mental health resources, clothing, and other needs that might have an impact on the child's success in school;
- Assess the home environment, determine the needs of any other children who live there, and seek the involvement of parents/guardians in their child's education through modeling, coaching, and placement of appropriate educational training;
- Monitors student attendance and grades and reports problems involving migrant students, such as suspensions and withdrawals;
- Maintains complete records, and compiles and maintains required data;
- Collaborates with business agencies, growers, crew leaders, and other public agencies to inform them of the migrant program and ensure that all migrant students and resources are identified;
- Organizes and plans parent involvement activities, summer school/ intersession programs, and other academic activities;
- Assists Out of School Youth (OSY) by referring them to EL (English Learner) programs, GED (General Educational Diploma) programs, and other educational programs/services or providing them direct services as noted on the OSY Profile; and
- Provide follow-up for OSY until they have moved or are no longer eligible for migrant services.
Participates in appropriate professional development and training opportunities to enhance existing skills and learn new skills for the job.
Attends all required training and meetings arranged by the Regional/ State Migrant Coordinators, including any state-mandated training or professional development.
Complies with all district and region routines and regulations and maintains current knowledge of program rules, requirements, and restrictions.
Understands all federal regulations pertaining to the Migrant Education Program.
Performs other duties as assigned.
REQUIRED EDUCATION:
Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING OR SKILLS:
Bilingualism in Spanish and English is preferred.
Experience in community work.
Specific knowledge and expertise in the areas of migrant recruitment, job development, and placement.
Demonstrate knowledge of federal and state legislation and regulations related to migrant education.
Demonstrate knowledge of effective staff development techniques and the ability to direct and train others.
Demonstrate skills in budget preparation.
Has previous work experience in migrant programs.

In accordance with KRS 161.220 the applicant selected for this position will become a member of the Teachers' Retirement System.
NOTE: This position is eligible for consideration for a hybrid schedule that allows for a combination of in-office and approved alternative work scheduling. The agency may terminate or modify the telecommuting arrangement at any time.
