The Kentucky Department of Education (KDE), Office of the Commissioner, has an opening for a Procedures Development Specialist II in Frankfort.
The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Labor Cabinet. The department provides resources and guidance to Kentucky's public schools and districts as they implement the state's P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities.
The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners and divisions within those offices are administered by division directors.
The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.

Responsibilities include but are not limited to the following:
Provide expert assistance in the management of the agency's centralized process management library following federal and state laws that impact the Enterprise Risk Management (ERM) program. Consult with agency staff in program and maintain storage assistance.
Develop, implement, and interpret the agencies policies and procedures in establishing and tracking all audits conducted by the agency. Respond to complex inquiries from departmental staff and provide technical assistance. Identify program deficiencies and create reports regarding audit findings and resolutions as well as audit expenses.
Draft operating procedures and materials for procedure manuals and identify changes as a result of changes in the federal, state or administrative regulations. Monitor operational program, procedure materials, analyzing reports and financial activities to ensure policies and objectives are being met. Make recommendations to strengthen and standardize internal controls across the agency.
Assist with administering surveys that pertain to our strategic work for the department, analyzing data and reporting to various audiences. Ensure statistical conformity with the department's goals and objectives.
Provide project management for internal projects outlined in the Kentucky Department of Education (KDE) strategic plan, within the Commissioner's Office under the guidance of the Chief Performance Officer.
Serves as liaison with the Chief Performance Officer and Strategic Planning & Research team to facilitate the administration of program policies and procedures.

MINIMUM REQUIREMENTS:
EDUCATION:
Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:
Three years of professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field.
