The Kentucky Department of Education (KDE), Office of Finance and Operations, Division of District Support, Student Tracking and Data Branch has an opening for an IT Business Analyst Senior. ​

​The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Labor Cabinet. The department provides resources and guidance to Kentucky's public schools and districts as they implement the state's P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities.

The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners and divisions within those offices are administered by division directors. The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.

The department's major activities include:

  • Administering the statewide assessment and accountability system;

  • Providing technical assistance to schools and districts in the areas of finance, management and curriculum;

  • Providing support and information to the Kentucky Board of Education as it promulgates state education regulations;

  • Overseeing the state education technology system; and

  • Monitoring school and district compliance with state and federal laws.

  • Providing instructional services to students at Kentucky School for the Blind, Kentucky School for the Deaf, and the Area Technology Centers. 

Responsibilities include but are not limited to the following:

  • Lead in the analysis of business processes and in the collaboration between internal and external stakeholders including but not limited to district staff, department staff and Office of Education Technology (OET) for the development, maintenance, and improvement of Information Technology (IT) systems solutions.

  • Lead and perform data collection, data quality and data reporting related to student data. Work with department, district staff, and KY Student Information Systems (KSIS) vendor to troubleshoot and resolve issues and make recommendations to leadership. Query KSIS statewide reporting database as needed for data cleanup for applicable statutes/regulations for fund tracking of SEEK payments.

  • Collaborate with OET to troubleshoot issues & recommend KSIS enhancements. Serve as lead for KSIS data testing & gather information for complex projects. Assist attendance auditors with creating reports for school data. Perform data quality reviews & assist districts with questions/problems. Serve on data governance team to share best practices.

  • Serve as lead technical advisor for branch staff. Collaborate with KDE offices for agency objectives & requirements to support Student Education Excellence in KY (SEEK). Lead special projects concerning attendance & financial reporting & provide guidance & support. Work with attendance auditors on school calendar compliance. Identify projects & create IT solutions for functional requirements.

  • Create and maintain attendance manuals and ADA compliant documents. Maintain and work with the technical team to assure data quality meets business practices and adhere to industry best practice. Serve on School Report Card team to support data accuracy and create a user-friendly program to represent student data results.

  • Serve as technical advisor and provide training to division and district personnel on legislative, regulatory and agency policy changes on student data and attendance. Create process documents to support legislation changes and impact on student data. Work with KSIS vendor and KDE staff to implement KSIS system changes.

  • Conduct training of district personnel on the various systems and software's used by KDE for reporting and disseminating information. Assist districts with schedule issues and data input issues.

  • Perform other duties as assigned.

MINIMUM REQUIREMENTS:
 
EDUCATION: Graduate of a college or university with a bachelor's degree OR a graduate of a college or university with an associate's degree in IT or related field OR certification in an IT-related field.
 
EXPERIENCE, TRAINING, OR SKILLS: Three years of systems analysis, IT support, business administration, or public administration experience or a related field of experience.
 
SUBSTITUTION:
 
EDUCATION for EXPERIENCE:
 
A master's degree in IT, business or public administration, or a related field will substitute for the experience requirement on a year-for-year basis.
 
EXPERIENCE for EDUCATION:
 
Two years of additional experience in computer programming, systems analysis, IT services, research and statistics, business administration, or public administration, or a related field will substitute for the education requirement.
