The Kentucky Department of Education (KDE), Office of Special Education and Early Learning (OSEEL), Division of State Schools, has an opening for a Placement Specialist position.
The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Labor Cabinet. The department provides resources and guidance to Kentucky's public schools and districts as they implement the state's P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities.
The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners and divisions within those offices are administered by division directors.
The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.

The department's major activities include:
- Administering the statewide assessment and accountability system;
- Providing technical assistance to schools and districts in the areas of finance, management and curriculum;
- Providing support and information to the Kentucky Board of Education as it promulgates state education regulations;
- Overseeing the state education technology system; and
- Monitoring school and district compliance with state and federal laws.
- Providing instructional services to students at Kentucky School for the Blind, Kentucky School for the Deaf, and the Area Technology Centers.
Duties and Responsibilities:
To support the enhancement of capacity-building efforts and service delivery by local educational agencies to achieve improved outcomes for children with disabilities. Working with the Division of State Schools, this position primarily services the Kentucky School for the Deaf and the Kentucky School for the Blind.
Identify and determine type of Administration and Release Committee (ARC) meeting needed and required members to be in attendance and have required documentation filled out, facilitate discussion and ensure all areas needed are covered within the meeting. Make final decisions if all members do not agree. Provide parents with procedural safeguards and explain and answer questions regarding rights under Individuals with Disabilities Education Act (IDEA).
Assist with meeting notices and conference summaries, run reports from Infinite Campus to determine correct coding and any errors for state reporting. Make corrections within Infinite Campus to support child count or monitoring results.
Work with administrators to determine any questions surrounding IDEA compliance, determine if meetings are necessary and identify any educators who need support.
Work with administrators on any professional learning opportunities that are needed surrounding IDEA compliance, IEP writing, or documentation strategies.
Work with administrators and educators if they need support and observations within classrooms to provide resources and ideas for student learning.
Other duties as assigned to support Office of Special Education and Early Learning to increase student learning and achievement.

Minimum Requirements:
Applicants must be a graduate of a college or university with a master's degree in special education or a related field.
Applicants must have full certification in special education or a related field and five years of professional experience in special education.
Applicants must maintain the required licensure or certification.
Applicants must be able to consistently produce high-quality technical writing and editing.
Preferred Requirements:
Director of Special Education or Administrative experience preferred.

Number of Contract Days: 200
In accordance with KRS 161.220 the applicant selected for this position will become a member of the Teachers' Retirement System.
