The Kentucky Department of Education (KDE), Office of Educator Licensing and Effectiveness (OELE), Division of Educator Preparation and Certification, Educator Preparation Branch in Frankfort (Franklin County) has an opening for a KBE/KDE Education Academic Program Manager – Early Literacy Program Manager.
DUTIES AND RESPONSIBILITIES:
Supports the development and implementation of high-quality foundational literacy instruction across educator preparation programs (EPPs) by ensuring that early childhood and elementary educators are equipped to deliver conceptually rich, developmentally appropriate, and evidence based early numeracy instruction.
As an Academic Program Manager within the Kentucky Department of Education (KDE/KBE) Office of Educator Licensure and Effectiveness, collaborates with EPP faculty, KDE staff, and external partners to align coursework and clinical experiences with state standards, research based best practices, and statewide tools.
Provide strategic leadership and program oversight by leading statewide initiatives to improve early literacy instruction within educator preparation programs, developing and implementing a strategic plan that aligns EPP curricula with state priorities and research-based practices, and offering policy guidance to integrate literacy standards into program approval and accreditation processes.
Provide technical assistance and support by offering targeted guidance to EPPs on designing literacy-aligned coursework, clinical experiences, and assessments; collaborating with deans, faculty, and the Early Literacy Cohort to strengthen literacy preparation across institutions; and serving as a liaison between KDE and EPPs on early literacy requirements and resources.
Coordinate and deliver professional development to EPP faculty and staff on literacy instruction, intervention, and assessment; develop and disseminate tools and resources to support the integration of evidence-based literacy practices; and remain current on national trends and emerging research related to early literacy and teacher preparation.
Monitor and evaluate the effectiveness of EPP literacy preparation through data analysis, site visits, and stakeholder feedback; support the development and refinement of evaluation tools and rubrics to assess the integration of early literacy practices; and use findings to recommend program improvements, policy adjustments, and professional learning priorities.
Build and maintain strong partnerships with KDE, national organizations, and higher education institutions; serve as a thought leader and representative in workgroups, conferences, and cross-agency teams focused on literacy and educator effectiveness; and communicate regularly with stakeholders about progress, updates, and opportunities for collaboration in early literacy and teacher preparation.
