The Kentucky Department of Education (KDE), Office of Finance and Operations, Division of District Support, District Facilities Branch has an opening for an IT Business Analyst Senior.  ​

The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Labor Cabinet. The department provides resources and guidance to Kentucky's public schools and districts as they implement the state's P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities.

The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners and divisions within those offices are administered by division directors.
The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.

The department's major activities include:

  • Administering the statewide assessment and accountability system;
  • Providing technical assistance to schools and districts in the areas of finance, management and curriculum;
  • Providing support and information to the Kentucky Board of Education as it promulgates state education regulations;
  • Overseeing the state education technology system; and
  • Monitoring school and district compliance with state and federal laws.
  • Providing instructional services to students at Kentucky School for the Blind, Kentucky School for the Deaf and the Area Technology Centers.

 
Responsibilities include but are not limited to the following:

  • Leads in the analysis of business processes and in the collaboration between internal and external stakeholders including but not limited to district staff, Kentucky Department of Education (KDE) staff and contractors for the development, maintenance, and improvement of Information Technology (IT) systems solutions including the Facilities Planning and Construction (FACPAC) ; and performs other duties as required.
  • Collaborates with the Data Support branch and district staff to troubleshoot issues & create efficient user experience in the FACPAC system. Serves as lead for the FACPAC user experience. Assists districts and consultants with inquiries into FACPAC data. Performs data quality reviews & assists districts with questions/problems.
  • Serves as lead FACPAC advisor for branch staff. Collaborates with division director on KDE objectives & requirements to support facility funding. Leads special projects concerning facilities, facility funding & provides guidance & support. Identifies projects & creates IT solutions for functional requirements.
  • Creates & maintains FACPAC manuals & guidance. Reviews & ensures documents are Americans with Disabilities Act compliant. Maintains & works with technical team to assure data quality meets business practices & adhere to industry best practice. Creates & conducts virtual/in person trainings to assist districts to effectively & efficiently utilize FACPAC.
  • Serves as technical advisor and provides training to division and district personnel on legislative, regulatory and agency policy changes on facility data. Creates process documents to support legislation changes and impact on facility data. Works with KDE staff and vendors to implement FACPAC system changes.
  • Conducts training of district personnel on FACPAC and other requirements of KDE for facility information. Assists districts with technical and data input issues.

MINIMUM REQUIREMENTS:
 
EDUCATION: Graduate of a college or university with a bachelor's degree OR a graduate of a college or university with an associate's degree in IT or related field OR certification in an IT-related field.
 
EXPERIENCE, TRAINING, OR SKILLS: Three years of systems analysis, IT support, business administration, or public administration experience or a related field of experience.
 
Substitute EDUCATION for EXPERIENCE: A master's degree in IT, business or public administration, or a related field will substitute for the experience requirement on a year-for-year basis.
 
Substitute EXPERIENCE for EDUCATION: Two years of additional experience in computer programming, systems analysis, IT services, research and statistics, business administration, or public administration, or a related field will substitute for the education requirement.

Pay Grade: 15
         
Gross Monthly Salary Range: $3,960.94-$5,169.46
