The Kentucky Department of Education (KDE), Office of Finance and Operations, Division of Resource Management, Employee Relations Branch in Frankfort (Franklin County) has an opening for a Human Resource Administrator.
DUTIES AND RESPONSIBILITIES:
Provide technical assistance to Kentucky Department of Education staff, management, regarding payroll, personnel and benefits. Interpret and accurately apply regulations, statutes, and applicable polices/procedures. Facilitate/enter personnel actions into KHRIS. Interpret, apply and enforce KDE and Personnel Cabinet regulations, policies and procedures.
Coordinates/oversees the Employee Performance Evaluation process for the agency. Disseminate information regarding evaluations to supervisors. Maintain supervisor contact list for ease of distribution. Contact new supervisors about Performance Matters training and schedule training.
Process personnel payroll and benefits for assigned offices. Run payroll reports for self-time entry. Receive/review benefit documents. Provide employee orientation & exit interview.
Provide technical assistance to various levels of leadership regarding grievances, employee performance evaluations, and payroll procedures in accordance with personnel rules and laws. Serve as security contact between KDE and the Personnel Cabinet. Conduct desk audits.
Conduct orientation meetings and exit interviews for the department. Prepare and submit reports, recommendations, or findings for legal review.
Represent branch and/or division and participate in various agency meetings, workshops, seminars and conferences when assigned. Participate and complete special projects, reports or assignments.
Perform other duties as assigned.
MINIMUM REQUIREMENTS:
EDUCATION:
Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:
Three years of professional experience in Kentucky state government merit system human resource administration or Kentucky governmental employee benefits administration.
Substitute EDUCATION for EXPERIENCE:
NONE.
Substitute EXPERIENCE for EDUCATION:
Administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required college on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.):
Must have successfully completed the Personnel Cabinet's Human Resources (HR) Academy.
