The Kentucky Department of Education (KDE), Office of Continuous Improvement and Support, Division of Student Success has opening for an Education Program Consultant- MOA position in Franklin County.
Duties and Responsibilities:
Under general direction, provide consultative services and technical assistance to local school district personnel and other state and private educational agencies around implementation, with fidelity, of Positive Behavioral Interventions and Supports (PBIS) and the Interconnected Systems Framework (ISF).
Tasks:
Provide technical assistance, support, and training to local educational agencies (LEAs) and regional educational cooperatives on school-wide systematic approaches to embed evidence-based practices and data-driven decision-making to increase the capacity of school staff to support all children at risk for, or identified with, behavioral needs, including children with the most complex behavioral health needs, through a multi-tiered system of support.
Locate and create professional development resources to support district and school staff in utilizing evidence-based practices, especially as it relates to the implementation of PBIS, mental health referral pathways in public schools, and reducing the use of exclusionary discipline.
Collaborate with regional educational cooperatives, other state agency staff, and other partners to evaluate statewide efforts around implementation of PBIS as part of the Kentucky Multi-Tiered Systems of Support (MTSS) framework. Collaborate with educational partners, task forces, advisory groups/committees, higher education and other agencies on statewide initiatives.
Support critical work around strategic priorities of the agency/office, including suicide prevention, bullying prevention, substance use prevention, trauma-informed practices, restorative practices, youth mental health support, and social-emotional development.
Update the KDE website on related content and serve as the training coordinator to assist with training coordination across the division.
Support division work that includes Title IV, Part A, Alternative Education Programs, and other division projects, as needed.
Perform other duties as assigned.
MINIMUM REQUIREMENTS: EDUCATION: Master's degree in education or related field and at least 5 years of experience in K-12 education.
EXPERIENCE, TRAINING, OR SKILLS:- Extensive knowledge of PBIS/ISF implementation with fidelity.
- Knowledge of trauma-responsive and restorative practices, social-emotional learning for students and school staff, and evidence-based suicide prevention and intervention.
- Skilled in providing professional development.
- Quality verbal and written communication skills.
- Strong interpersonal skills, good judgment, and an ability to work both independently and in a highly collaborative environment.
- Good problem solving, technical, and analytical abilities, including proficiency with Microsoft Office products.
- Strong organizational skills and attention to detail.
- A high level of integrity and professional accountability.
- Alignment with the mission of the Kentucky Department of Education.
SUBSTITUTION CLAUSE:
Current Rank II or Rank I certification by the Kentucky Education Professional Standards Board will substitute for the required educational requirement. Additional professional experience in the field of education will substitute for the required educational requirement on a year-for-year basis.

NOTE: This position is eligible for consideration for a hybrid schedule that allows for a combination of in-office and approved alternative work scheduling. The agency may terminate or modify the telecommuting arrangement at any time.
NOTE: This position will be filled through a Memorandum of Agreement (MOA). The applicant selected for this position must be an employee of a Kentucky local school district or institution of higher education.
