The Kentucky Department of Education (KDE), Office of Educator Licensure & Effectiveness, Division of Educator Preparation and Certification, Educator Certification Branch, has an opening for an Education Program Consultant in Frankfort (Franklin County). ​​

The department's major activities include:
  • Administering the statewide assessment and accountability system;
  • Providing technical assistance to schools and districts in the areas of finance, management and curriculum;
  • Providing support and information to the Kentucky Board of Education as it promulgates state education regulations;
  • Overseeing the state education technology system; and
  • Monitoring school and district compliance with state and federal laws.
  • Providing instructional services to students at Kentucky School for the Blind, Kentucky School for the Deaf and the Area Technology Centers.
Responsibilities include but are not limited to the following:
 
Provides consultative services and technical assistance to local school district personnel and other state and private educational agencies in the development, coordination, implementation and monitoring of educational programs.

Assist Educator Certification Branch with Local Educator Assignment Data (LEAD) process by reviewing & validating educator assign data from districts.

Analyze syllabi and job descriptions to determine alignment with certification permissions & Education Professional Standards Board (EPSB) regs.

Provides assistance to districts to ensure accurate reporting & compliance with credentialing standards.

Serve as a communication conduit between division leadership, supervisors, and certification staff.

Relay critical updates, procedural changes, and case-specific information to ensure consistent processing across the branch.

Participate in collaborative decision-making with colleagues to resolve complex certification cases and maintain uniformity in interpretation and application of policies.

Evaluate existing certification workflows and identify opportunities for improvement.

Recommend and implement process enhancements that increase operational efficiency, reduce errors, and improve stakeholder satisfaction.

Contribute to the development of internal tools, resources, and documentation that support streamlined service delivery and staff capacity-building.

Stay current on statutes, administrative regulations, and EPSB decisions that impact educator certification and assignment. Apply this knowledge to daily operations, case evaluations, and stakeholder consultations to ensure compliance.

Serve as a resource for interpreting complex policies and advising on practical applications.

Designs and facilitate professional learning experiences and lead statewide or regional convenings focused on innovative practices in learning, assessment, and accountability.

Draft and manage professional correspondence, reports, memos, forms, and other documentation required by the Educator Certification Branch.

Compile and organize case materials, data summaries, and policy references for EPSB meetings and internal briefings.

Ensure all written materials are accurate, timely, and aligned with agency standards for clarity and professionalism.

MINIMUM REQUIREMENTS:

EDUCATION:

Graduate of a college or university with a master's degree in education or a related field.

EXPERIENCE, TRAINING, OR SKILLS:

Three years of professional experience in education, career and technical education, or a related field.

Current Rank II or Rank I certification by the Department of Education or Education Professional Standards Board will substitute for the required educational requirement. Additional professional experience in the field of education will substitute for the required educational requirement on a year-for-year basis.

Applicants currently under contract with a local school district are required to provide a written release from their superintendent prior to an offer of employment is given.

In accordance with KRS 161.220 the applicant selected for this position will become a member of the Teachers' Retirement System.

This position may be filled by a candidate residing in Kentucky. It is eligible for consideration for a hybrid work schedule at an approved alternative educational workstation. Occasional reporting to Frankfort is required.

The agency reserves the right to modify or terminate any telecommuting arrangement at its discretion. Telework will not be permitted outside the state of Kentucky.

The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Workforce Development Cabinet. The department provides resources and guidance to Kentucky's public schools and districts as they implement the state's P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities.

The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners and divisions within those offices are administered by division directors.

The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.
