The Kentucky Department of Education (KDE), Office of Education Technology, Division of School Technology, Planning and Project Management, has an opening for a Budget Specialist I in Frankfort. ​

The department's major activities include:
  • Administering the statewide assessment and accountability system;
  • Providing technical assistance to schools and districts in the areas of finance, management and curriculum;
  • Providing support and information to the Kentucky Board of Education as it promulgates state education regulations;
  • Overseeing the state education technology system; and
  • Monitoring school and district compliance with state and federal laws.
  • Providing instructional services to students at Kentucky School for the Blind, Kentucky School for the Deaf and the Area Technology Centers.
Responsibilities include but are not limited to the following:
 
Perform financial and/or policy analysis for financial reporting, compliance, and budgetary projection, and determine impact for the development of policy planning and /or formulation of budget requests.

Analyze, forecast and report responsibilities performed for the development of the
annual KY Education Technology Systems (KETS) 's operational, general budget and federal program budgets including development, financial transactions, tracking state and federal program funds.

Report project initiative and service resource utilization & need.

Assist in feasibility studies, long range plans, and advise program and project Managers,
leadership based on financial monitoring, evaluating and reporting to ensure budgeted resources are available.

Oversee KETS Department Purchase Request (DPR) and payment activities ensuring accordance with agency process, laws and regulations, executing timely purchases and payments, addressing key issues as necessary in consultation with Leadership.

Coordinating technology contracts, budget and funding verification and leadership approvals.

Coordinate KETS Management Services to meet project, initiative and operational, financial and administration resource needs.

Streamline team functions, establish best practices & optimize resources aligning with agency goals, service objectives and priorities.

Provides management service analytical support, including fund use aligning with K-12 school district technology requirements.

Oversee KETS agreement and partner management tasks with manager ensuring vendor and contract activities are completed accurately and efficiently, including licensing and service agreements, scopes of work, technology use cases, and other vendor commitments with contractual obligations.

Analyze technical requests, preparing source plans to meet functional, integration and scalability needs.

Provide management and staff support to implement and maintain programs, projects and office tasks including but not limited to travel and training arrangements and reimbursements, document management in accordance with retention schedules representing office in related agency teams, normal business hour office operational coverage and, financial and personnel tasks with teammates.

Perform other duties as assigned.

MINIMUM REQUIREMENTS:
 
EDUCATION:
 
Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:

Two years of professional experience in statistical or policy analysis, accounting, auditing, planning, or a related field.

Professional experience in statistical or policy analysis, accounting, auditing, planning. or a related field will substitute for the required education on a year-for-year basis.

The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Workforce Development Cabinet. The department provides resources and guidance to Kentucky's public schools and districts as they implement the state's P-12 education requirements. The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners and divisions within those offices are administered by division directors.

The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.
