Program Services Coordinator - MOA

​​The Kentucky Department of Education (KDE), Office of Teaching and Learning (OTL), Division of Early Literacy (DEL), is seeking a Program Services Coordinator to support the operational and logistical needs of a rapidly growing statewide literacy initiative. As DEL expands its scope and impact, this position will play a critical role in ensuring the division can focus on advancing literacy instruction across Kentucky.​

DUTIES AND RESPONSIBILITIES:

Travel & Logistics

  • Coordinate travel for DEL staff (monthly mileage/meal reimbursement, out of state travel).
  • Process travel vouchers and reconcile invoices.
  • Secure hotel room blocks for meetings and conferences and serve as a point of contact with hotels/venues.

Procurement & Supplies

  • Order materials, supplies, and equipment for coaches and regional leaders.
  • Manage vendor communication and ensure timely delivery of ordered items.
  • Track inventory of resources and distribute to staff as needed.
  • Maintain records of procurement in compliance with KDE guidelines.
Hiring Support

  • Assist with processing employee hiring paperwork and onboarding tasks.
Finance & Reporting

  • Prepare and submit required forms and documentation.
  • Support scheduling interviews and communication with candidates.
  • Maintain division records related to staffing, training, and compliance.
  • Complete and submit DPRs and other required financial paperwork.
  • Track expenditures related to travel, hotels, and materials.
  • Provide monthly budget updates to DEL leadership.
  • Ensure compliance with state purchasing and fiscal accountability policies.

General Administrative Support

  • Manage calendars for major DEL events (trainings, statewide meetings, conferences).
  • Maintain and organize DEL's records, files, and documentation.
  • Identify and recommend process improvements to streamline administrative tasks.
  • Anticipate logistical needs for new initiatives as DEL expands.
  • Provide consistent operational support so directors and SRLDs can prioritize instructional leadership.
  • Performs other duties as assigned.

Administrative & Organizational Skills
 
  • Strong organizational skills with the ability to manage multiple priorities simultaneously.
  • Attention to detail and accuracy in completing paperwork, financial forms, and records.
  • Calendar management and scheduling for large, complex events and multiple stakeholders.
  • Experience coordinating staff travel, lodging, and event logistics.
  • Skill in negotiating and managing contracts with vendors, hotels, and venues.
Communication & Interpersonal Skills

  • Strong written and verbal communication skills for interacting with staff, vendors, and candidates.
  • Professional and courteous customer service skills.
  • Ability to collaborate effectively with a wide range of stakeholders.
  • Clear and timely communication to support staff in the field.
 
Technology & Systems Skills

  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint) and Google Workspace tools.
  • Ability to maintain digital records and organize documentation efficiently.
 
Process Improvement & Problem-Solving Skills

  • Initiative to identify inefficiencies and recommend improvements.
  • Flexibility and adaptability in a rapidly growing and evolving division.
  • Strong problem-solving skills to troubleshoot logistical or operational issues.
 
Knowledge of Literacy & HQIRs

  • Awareness of early literacy priorities and the importance of structured literacy practices.
  • Understanding of High-Quality Instructional Resources (HQIRs) and their role in supporting effective classroom instruction.
  • Commitment to supporting a statewide effort to improve student literacy achievement.

Applicants currently under contract with a local school district are required to provide a written release from their superintendent prior to an offer of employment will be given. 
 
NOTE: This position will be filled through a Memorandum of Agreement (MOA). The applicant selected for this position must be an employee of a Kentucky local school district or institution of higher education.
