Professional Learning Coordinator – MOA

The Kentucky Department of Education (KDE), Office of Teaching and Learning (OTL), has an opening for a Professional Learning Coordinator - Memorandum of Agreement (MOA).​

Under general direction, provide leadership, professional learning, consultative services, and technical assistance to support implementation of the Kentucky Academic Standards (KAS), standards-aligned curriculum, and High-quality Instructional Resources (HQIR) as outlined in the Model Curriculum Framework (MCF). Develop and refine statewide guidance, tools and resources aligned to OTL priorities and provide targeted support to districts and schools to strengthen curriculum implementation, professional learning, instructional practice, and continuous improvement.

Duties and Responsibilities:

Develop and revise statewide guidance, tools and resources aligned to OTL/ KDE initiatives and priorities.

Lead and contribute to the development, revision and dissemination of guidance, tools, resources, and professional learning materials that support implementation of relevant legislation, the KAS, MCF and HQIR.

Translate research, state priorities and implementation needs into practical resources that support district and school leaders and educators. Collaborate with OTL staff and other KDE offices to ensure resources and guidance are coherent, aligned, and responsive to needs identified through implementation.

Support the development and refinement of OTL initiatives related to curriculum implementation, curriculum-based professional learning, instructional practice, and continuous improvement. Provide targeted consultation and technical assistance to districts and schools in effective HQIR implementation.

Support district and school leaders with planning for and implementing HQIR, including instructional visioning, HQIR adoption and yearly implementation planning. Facilitate district/schools teams in assessing their needs, priorities, and local context to identify appropriate support and next steps.

Build leadership capacity to establish conditions, structures and processes that support effective and sustained curriculum implementation. Help districts use implementation evidence to identify successes, challenges, and priorities for continuous improvement.

Develop and provide professional learning, monitoring and feedback support to strengthen HQIR implementation and instructional practice. Design and facilitate curriculum-based professional learning aligned to HQIR and the KAS.

Build educator and leader capacity to engage in intellectual preparation, including unit internalization, lesson internalization, lesson rehearsal, and student work analysis.

Support districts and schools in monitoring curriculum implementation through Professional Learning Communities (PLCs) observations, classroom observations, learning walks, and other implementation-focused processes. Support the use of observation and feedback tools, including the Instructional Practice Guides and PLC Observation Tool, to strengthen HQIR-aligned instructional practice and inform professional learning and implementation decisions.

Build coherence within OTL, KDE and across the state to strengthen implementation of shared priorities. Collaborate across OTL divisions to align initiatives, guidance, resources, professional learning, and district support around shared priorities for standards, curriculum, and instruction.

Partner with other KDE offices to strengthen connections across agency initiatives and promote consistent, complementary support for districts and schools. Collaborate with education cooperatives, professional organizations, colleges and universities, external partners, and other statewide initiatives to build coherence across initiatives.

Identify and communicate trends, needs and lessons learned from district and school implementation to inform OTL and agency priorities, resources and supports.

Serve as a connector across OTL, KDE and statewide partners to strengthen shared understanding, reduce duplication, and support consistent messaging and implementation.

Perform other duties as assigned.

Required Qualifications:

Minimum of three years district and/or building administration and/or instructional coaching experience.

Experience supporting and/or participating in HQIR implementation at a school or district level, using KDE's key resources for HQIR adoption and implementation.

Engagement in instructional visioning and HQIR adoption.

Participation in yearly implementation planning and monitoring.

Knowledge of and participation in curriculum-based professional learning, including intellectual preparation protocols.

Experience supporting/participating in Instructional Practice Guide (IPG) observations and school/district feedback.

Preferred Qualifications:

Experience designing and facilitating professional learning related to curriculum, instruction, and assessment.

Experience supporting/facilitating Professional Learning Communities (PLCs).

Experience in translating research, local priorities and HQIR implementation needs into practical resources that support educators at the local level.

Applicants currently under contract with a local school district are required to provide a written release from their superintendent prior to an offer of employment is given.

In accordance with KRS 161.220 the applicant selected for this position will become a member of the Kentucky Teachers' Retirement System.

NOTE: This position will be filled through a Memorandum of Agreement (MOA). The applicant selected for this position must be an employee of a Kentucky local school district or institution of higher education.
