The Kentucky Department of Education (KDE), Office Finance and Operations, Division of Resource Management, Payroll and Benefits Branch, has an opening for a Human Resource Administrator, for Franklin County.
The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Workforce Development Cabinet. The department provides resources and guidance to Kentucky's public schools and districts as they implement the state's P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities.
The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners and divisions within those offices are administered by division directors.
The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.

The department's major activities include:- Administering the statewide assessment and accountability system;
- Providing technical assistance to schools and districts in the areas of finance, management and curriculum;
- Providing support and information to the Kentucky Board of Education as it promulgates state education regulations;
- Overseeing the state education technology system; and
- Monitoring school and district compliance with state and federal laws.
- Providing instructional services to students at Kentucky School for the Blind, Kentucky School for the Deaf, and the Area Technology Centers.
Responsibilities include but are not limited to the following: Provides technical advice to agency executives in human resource and payroll administration.
Prepares and recommends approval of personnel, payroll, or employee benefits documents.
Provide technical advice and assistance to KDE staff and management regarding payroll, personnel and benefits including, but not limited to health insurance, life insurance, retirement, workers' comp, Family Medical Leave Act (FMLA), sick leave sharing, and timesheets.
Interpret and accurately apply regulations, statutes, and applicable polices/procedures.
Coordinate/oversee the personnel/payroll preparation for the Area Technology Centers (ATCs) statewide for approximately 110 employees.
Receive and process timesheets. Receive/process benefit documents.
Provide new employee orientation & exit interview.
Submit personnel requests for review and approval.
Coordinate interview & register process.
Provide customer service to staff and the public regarding vacancies.
Serve as health insurance and retirement (Kentucky Teacher Retirement System (KTRS) and Kentucky Employee Retirement System (KERS)) liaison.
Coordinate and complete the annual KTRS report.
Create and conduct training for staff.
Serve as agency representative and attend meetings regarding Kentucky Human Resource Information System (KHRIS), KTRS, health insurance, etc.
Review, draft, monitor correspondence for accuracy and compliance with policies and procedures.
Communicate with ATC staff regarding employment/benefit information.
Prepare materials (budgetary, retirement, vacancy) regarding KDE/ATC information for management.
Perform other duties as assigned.
MINIMUM REQUIREMENTS:
EDUCATION:
Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:
Three years of professional experience in Kentucky state government merit system human resource administration or Kentucky governmental employee benefits administration.

Administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required college on a year-for-year basis.

Must have successfully completed the Personnel Cabinet's Human Resources (HR) Academy.
Pay Grade: 15
Gross Monthly Salary Range: $3,845.56 - $5,169.46
