The Kentucky Department of Education (KDE), Office of Education Technology, Division of School Data Services has an opening for a Data Analyst in Frankfort. ​

The department's major activities include:
  • Administering the statewide assessment and accountability system;
  • Providing technical assistance to schools and districts in the areas of finance, management and curriculum;
  • Providing support and information to the Kentucky Board of Education as it promulgates state education regulations;
  • Overseeing the state education technology system; and
  • Monitoring school and district compliance with state and federal laws.
  • Providing instructional services to students at Kentucky School for the Blind, Kentucky School for the Deaf and the Area Technology Centers.
Responsibilities include but are not limited to the following:

Performs data analysis and research. Uses data-oriented programming languages and tools to collect, query, analyze, and report on data.

Provide analytical support for Information Technology (IT) reporting and integration solutions and recommend data management best practices.

Analyze IT requests to develop effective solutions. While Extract, transform and load (ETL) and Structured Query Language (SQL) proficiency is beneficial, it is not required.

Act as federal reporting lead, plan and execute activities to ensure federal and state reporting requirements are met, and provide analytical support for the centralization, standardization, and design of file creation and reporting systems and processes.

Collaborate with federal partners, vendors, system users, and program areas to ensure efficient systems and processes.

Implement processes to identify and resolve data quality issues.

Provide recommendations for data standards and training.

Plan, develop, and maintain functional requirements, procedures, and other reporting documentation to support repeatable processes.

Provide technical assistance and develop custom reporting tools to meet state and local education agencies' information reporting needs.

Analyze IT needs and issues to develop recommendations for solutions and continuous improvement.

Prepare documents for feasibility studies, use cases, test plans, and summaries of data project requests and other reports stemming from the analysis of data service requests.

Report on the status of outstanding work as requested.

Prioritize assignments and escalate issues to the team lead and supervisor as necessary.

Adhere to data security protocols and best practices, as well as the requirements of the Family Education Rights and Privacy Act (FERPA).

Performs other duties as assigned.

MINIMUM REQUIREMENTS:
 
EDUCATION:

Graduate of a college or university with a bachelor's degree OR a graduate of a college or university with an associate's degree in information technology (IT) or related field OR certification in an IT-related field.

EXPERIENCE, TRAINING, OR SKILLS:

Two years of professional experience in IT data analysis.

SUBSTITUTION:
 
EDUCATION for EXPERIENCE:

A master's degree in computer science will substitute for one year of the required experience.
 
EXPERIENCE for EDUCATION:

Two years of additional related experience in IT data analysis will substitute for the education requirement

Gross Monthly Salary Range: $3,600.84 - $4,699.50

The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Workforce Development Cabinet. The department provides resources and guidance to Kentucky's public schools and districts as they implement the state's P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities.

The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners and divisions within those offices are administered by division directors.

The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.
