The Kentucky Department of Education, Office of Career & Technical Education, Division of Technical Schools and Continuous Improvement, Kentucky Technical Administrative Branch has an opening for a Budget Specialist I.​

Th​e department's major activities include:

  • Administering the statewide assessment and accountability system;
  • Providing technical assistance to schools and districts in the areas of finance, management and curriculum;
  • Providing support and information to the Kentucky Board of Education as it promulgates state education regulations;
  • Overseeing the state education technology system; and
  • Monitoring school and district compliance with state and federal laws.
  • Providing instructional services to students at Kentucky School for the Blind, Kentucky School for the Deaf and the Area Technology Centers.
Responsibilities include but are not limited to the following:

Performs financial and/or policy analysis for financial reporting, compliance, and budgetary projection, and determines impact for the development of policy planning and /or formulation of budget requests; and performs other duties as required.

Provide budget preparation, oversight and analysis for assigned areas and programs within office/agency.

Complete agency, state and federal reports, as required, on monthly, quarterly and/or yearly basis.

Provide on-going assistance to schools/districts, Kentucky Department of Education (KDE) consultants and office/agency management around effectiveness and budgetary needs for assigned areas and programs. Review regulations and statutes to ensure proper spending and agency adherence to budget and planning policies.

Provide KHRIS payroll reports to appropriate office/agency personnel. Use KHRIS reports for analysis and evaluation.  Advise office/agency management of issues and impact on budget.

Serve as lead to monitor statewide expenditures for assigned programs for office/agency and make recommendations for future programs and projects.

Perform on-going analysis and provide advice on program effectiveness to inform budgetary needs.

Monitor and review effectiveness for assigned areas and programs to determine budgetary impact.

Ensure expenditures meet compliance with state and federal guidelines.

Recommend policies and procedures on fiscal/budgetary matters relevant to assigned programs/areas.

Monitor Outside Bank Accounts for assigned areas/programs and reconcile bank statements.

Prepare credit requisitions in eMARS and review weekly and/or monthly to ensure correct posting to accounts and complete appropriate forms for office/agency.

Serve as Department Purchase Request (DPR) first level of approval for assigned areas and programs within office/agency and ensure requests are in compliance with agency and budgetary guidelines.

Conduct audits of student organizations to ensure adherence to approved policies. Conduct and/or participate in meetings and professional learning opportunities.

MINIMUM REQUIREMENTS:
 
EDUCATION:

Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:

Two years of professional experience in statistical or policy analysis, accounting, auditing, planning, or a related field.

Professional experience in statistical or policy analysis, accounting, auditing, planning. or a related field will substitute for the required education on a year-for-year basis.

The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Workforce Development Cabinet. The department provides resources and guidance to Kentucky's public schools and districts as they implement the state's P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities.

The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners and divisions within those offices are administered by division directors.

The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.
