The Kentucky Department of Education (KDE), Office of Finance and Operations, Division of Budget and Financial Management, Budget Branch, has an opening for a Budget Specialist I in Frankfort. ​

The department's major activities include:
  • Administering the statewide assessment and accountability system;
  • Providing technical assistance to schools and districts in the areas of finance, management and curriculum;
  • Providing support and information to the Kentucky Board of Education as it promulgates state education regulations;
  • Overseeing the state education technology system; and
  • Monitoring school and district compliance with state and federal laws.
  • Providing instructional services to students at Kentucky School for the Blind, Kentucky School for the Deaf and the Area Technology Centers.
Responsibilities include but are not limited to the following:
 
Performs financial and/or policy analysis for financial reporting, compliance, and budgetary projection, and determines impact for the development of policy planning and /or formulation of budget requests; and performs other duties as required.

Work with internal and external customers to create contractual agreements for assigned functional areas.

Reviews and analyzing paperwork submitted by program staff to create contracts in eMARS.

Work with vendors to obtain approvals. Monitors internal and external approval processes.

Responsible for grants, contracts and payments for assigned functional areas. Monitors CDIP report mailbox (reports received from all 171 school districts). Review and analyze reports for assigned allotments/grants.

Monitor, review and record financial documents for budgetary tracking.

Compiles documents for Auditor's Office during audit reviews.

Assemble daily reports for branch and division leadership.

Monitor, review and resolve issues on Division SharePoint libraries. Analyze and resolve issues that impact budget document sharing/saving. Posts to SharePoint for department staff.

Assemble, analyze, review and record checks/EFT deposits receipts for funds.

Analyze and reconcile monthly fleet billings for the department.

Review and submit print requests from department staff to Kentucky Transportation Cabinet print services.

Review department documents for funding accuracy according to allotment balances.

Monitor division phone line. Manages division file room which is hard copy and digital on SharePoint.

Performs other duties as assigned.

MINIMUM REQUIREMENTS:
 
EDUCATION:

Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:

Two years of professional experience in statistical or policy analysis, accounting, auditing, planning, or a related field

The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Workforce Development Cabinet. The department provides resources and guidance to Kentucky's public schools and districts as they implement the state's P-12 education requirements.
