The Kentucky Department of Education (KDE) established the Kentucky System of Interventions (KSI) to assist schools and districts as they develop a comprehensive instructional system, integrating human, physical and financial resources and materials. This comprehensive system addresses Response to Intervention (RtI), accelerated learning requirements, closing achievement gaps, highly effective instruction, readiness to learn and student transitions. KDE has expanded the framework for RtI to assist schools and districts in incorporating state and federal programs to provide a seamless system of intervention for improving student achievement. KSI is a process, which allows academic and behavioral needs to be met at all levels.
The KSI is a framework for providing systematic, comprehensive services to address academic and behavioral needs for all students, preschool through grade 12. Although KSI incorporate a 3-tier model, schools may configure a framework with 4 or more tiers of intervention based on their available resources. Practitioners should understand a framework becomes more complex with the addition of tiers.
The KDE has developed a guidance document, A Guide to the Kentucky System of Interventions (an updated version is coming soon), to provide resources in planning and decision making as districts and schools develop a system of interventions to meet the needs of all students.

Child Find/KSI Preschool Toolkit
The KSI - Preschool is a framework for providing systematic, comprehensive services to address instructional and behavioral needs for all preschool children. The purpose of this toolkit is to provide information for the implementation of effective Child Find practices for preschool-age children served by Kentucky public schools. The Kentucky Early Childhood Regional Training Centers and the KDE’s Preschool Branch designed this guide as a companion document to A Guide to the Kentucky System of Interventions published by the KDE in July 2008 and revised May 2011.
