Report on the 10th Anniversary of Education Reform in Kentucky

The Kentucky Education Reform Act of 1990 was, and remains, the most sweeping education initiative ever undertaken by any state. Thousands of parents, educators and community leaders have worked hard to build a new system of powerful programs to improve academic achievement. We have seen some very impressive results.

Even so, we recognize that we still have a long way to go. While we celebrated this anniversary and the progress we had made to that point, we remain focused on the challenge of continuous improvement, on the long-term goal of proficiency for all schools by the year 2014 -- and on all the work that each of us in Kentucky must do to get us there.

The attached report is the Kentucky Department of Education’s assessment, at the ten-year mark, of our efforts. It was produced in April 2000 and provides a historical context for our education reform initiative.
