The Improvement Imperative: Intervention Strategies, A Different Approach to Kentucky Department of Education (KDE) Assistance, and a Renewed Authority for Action is the August 2008 Report of the Blue Ribbon Panel on Interventions in Low-Performing Schools. In January 2008, soon after taking office, Commissioner Jon E. Draud sent a letter to stakeholder groups asking them to join him in addressing one of the most critical issues facing educators to date – how to maximize student achievement, particularly in low-performing schools. At the initial meeting of the panel, the Commissioner challenged the members: 1) to determine the best possible strategies for intervention and make recommendations on their findings, 2) to make recommendations for how KDE may intervene and provide assistance differently to dramatically improve student achievement in our lowest performing schools, and 3) to make recommendations for a legislative package to grant KDE a renewed authority to intervene in the chronically lowest performing schools and districts. This report contains the panel’s recommendations.
