Use of Local District Capital Funds was addressed in HB 1 of the 2010 Special Session and required prior to August 1, 2010, the Kentucky Board of Education approve guidelines to be followed in considering requests from the local boards of education.
On August 5, 2010, the Kentucky Board of Education (KBE) gave interim approval for the below guidelines and the capital funds request form. In October 2010, the KBE gave final approval of the guidelines and form.
Some additional items that will be helpful in completing the form:
· The list of Category 5 schools identified on the May 18, 2010 Department of Education document presented to the General Assembly can be located at the following link: http://www.education.ky.gov/kde/administrative+resources/facilities/2009+building+assessments.htm
· Capital Funds to be used are current funds and should not include any carryover balances.
· All requests should use the Capital Funds Request form.
The revised Capital Funds Request guidelines, form and examples are located below. Please ensure that the appropriate MUNIS org codes, MUNIS expenditure object codes, MUNIS project codes, itemized descriptions, BG-1 number is applicable, and required signatures are reflected on teh initial and equeential Capital Funds Request forms.
Capital funds requests shall be submitted electronically through e-mail to the Kentucky Department of Education’s Commissioner. Teresa Perry, at the KDE, should be copied on all requests that are sent to the Commissioner in order for proper processing to occur.
The FY 2011 Capital Funds Request Summary Report is located below. It lists the school districts' names and amounts that were approved by KDE to use capital funds.
